Introducing the EU ‘Digital Omnibus Package’
In November 2025 the European Commission introduced the so-called ‘Digital Omnibus Package’ with the intention of amending a vast array of existing EU legislation focusing on digitalisation. The main impetus of the Omnibus package is to simplify the compliance requirements of existing legislation on digitalisation, thereby promoting increased EU competitiveness. In this piece Stanley Greenstein, associate professor and senior lecturer at Stockholm University, explains that this attempt to achieve simplicity may, ironically, inadvertently create an unanticipated regulatory complexity and uncertainty.
